Analytics/Performance cookies set after consent

Google Analytics 4 script loads on idle, but no cookies are set and no data is sent until consent. Consent Mode v2 is configured with default “denied” state and waits for an update from the banner before analytics cookies are set. Analytics is used on public landing/marketing pages and not in logged-in product surfaces.
